So - after all the hype about the capital_P_dangit "feature" in 3.0 surfaced, the core team did decide to make a change. They've implemented a "more judicious" version of the filter to help "fix" some of the technical glitches the original code caused. So -- people got a little hyped about the capital_P_dangit() filter that is activated in the WordPress v3.0 core. For those of you that have been hiding under a rock for the past few days, this filter keeps you from "misspelling" WordPress. More accurately, it changes your "misspelling" of the word to the "correct" spelling, without letting you know that it's doing so.
